     IOM Philippines has been tapped by the Philippine government through the Office of the Presidential Adviser on the Peace Process (OPAPP) to implement the latest version of the PAMANA project in the ARMM in support of the 1996 GPH-MNLF Peace Agreement. This PAMANA project 2017-2018 will be implemented in conflict-affected and conflict-vulnerable areas in Mindanao, and commenced in March 2017. Under the overall supervision of the Senior Team Leader (in Cotabato), and technical guidance of the National Community Engagement Officer (in Cotabato), and directly reporting to the area-specific Team Leader, the incumbent will be accountable and responsible for the community engagement activities in the “Peace and Development (PAMANA) Initiatives in Conflict-Affected Areas in the Autonomous Region in Muslim Mindanao (ARMM)” project in line with IOM policies, standards and commitments. RESPONSIBILITIES AND ACCOUNTABILITIES Supports the field implementation of the communications and community engagement plan for the AoR (area of responsibility), including periodic (monthly/quarterly) work and financial planning, until project closure.Assist the Community team in coordination with the different thematic specialists and/or project management team in the AoR for cost-efficient delivery of services.Facilitate the local establishment of an interactive feedback mechanism for local partners and beneficiaries, in coordination with the local/community facilitators, and ensure that data protection is applied with the implementation partners and with the government counterparts.Liaise and coordinate with local stakeholders, including local government counterparts, civil society groups, and existing private sector networks.Represent IOM to local-level communications and community engagement meetings/platforms on reintegration issues in the AoR and ensure sufficient information about the project is circulated to and coordinated with local and regional representatives.Ensure full adherence to the principles of the Do no Harm Framework throughout the project implementation.Ensure timely and quality submission of all project reports in accordance with IOM and donor formats. Prepare regular updates, project summaries, press releases and other relevant info materials and statistics, according to the specific project’s needs.Find synergies and liaise with IOM Philippines colleagues implementing or supervising projects in the same theme or similar geographic areas in ARMM.Assist the Local Team on project visibility and stakeholder engagements, when necessary.Undertake duty travel to support the team and other colleagues, as required.Perform such duties as may be assigned.  REQUIRED QUALIFICATIONS AND EXPERIENCEEDUCATION University degree in any Development field from an accredited academic institution with three years of relevant professional experience; orCompleted High School degree from an accredited academic institution with five years of relevant professional experience;Trained on strategic communications, peace and development communications, a distinct advantage.EXPERIENCE Experience in community facilitation, local communications planning and community engagement projects in post-conflict environments will be an advantage;Field experience in interviewing, writing and implementing communications plan and community engagement activities in Mindanao conflict-affected areas, a must;Extensive liaison work with counterparts from the government and other private or international agencies involved in peace communications planning or community engagement, an asset;Knowledge of conflict context in Mindanao, a distinct advantage.LANGUAGES English and Filipino is required.
